Why is the size 2 for this solution?

This funciton fails the assertions when I run it, and it becomes size 14. I am confounded.

I am a bit bewildered about the size too. According MathWorks, it ought to be higher due to the inspection algorithm (see <<http://www.mathworks.com/matlabcentral/about/cody/#solutionsize>>).
